Donald Guter is an American legal scholar and retired Rear Admiral in the United States Navy.[1] In 2009 President Barack Obama appointed Guter an adviser on the Guantanamo Bay detention camps, in Cuba.

Guter was formerly the Dean of Law at Duquesne University in Pittsburgh, Pennsylvania. He left that position to become the President of the South Texas College of Law.[2]
